- Gather all ingredients.

- Heat a wok or large skillet over medium-high heat, and add vegetable oil.
- Sauté garlic for about 5 seconds, then add the ground beef. Stir-fry until the beef is evenly browned, about 5 to 7 minutes; drain excess fat.
- Stir in shredded cabbage and red bell pepper, and cook until the vegetables are tender and beef is fully cooked. Stir in soy sauce.
- Mix together cornstarch and cold water, then stir into the beef and vegetable mixture. Season with black pepper and add salt to taste. Cook, stirring, until the sauce has thickened.
